Since the game's back up and plot development is happening I figured I'd revive this.
-The Queen is not against sending criminals to deal with this threat, whatever it is, since going to deal with it is as good as a death sentence
-There is a company of mercenaries dealing with the problem as best as they can; Blackdawn is seeking aid from anyone they can
-The drug/mind control doesn't only affect humanoids-- at the very least, goblinoids are affected as well (bugbears)
-Whatever it is, it lurks in the forest
-Whatever it is, it makes weird black jelly that goes ethereal!?!?!? (referencing our first encounter with a corpse of strange nature-- the jelly disappeared)
Speculation:
Whatever THIS is, people are disappearing to it just like in Blackdawn City-- they hear whispers and go innawoods. This suggests some kind of enchantment/compulsion, which is somehow linked to a substance that was also produced by a company of bandits. Generally, I'd say anything involving people disappearing to some weird mental compulsion, into secluded woods where birds don't sing, involves undead, specifically greater, intelligent undead, but I have no basis for this other than a hunch. Going off the hunch, I'd guess a lich or a VAAAAMPIIIIRE, but why is it trying to get bugbears, too? Unless it's a necromancer that discovered a new way to make tons of lesser (mindless) undead that we just haven't seen surface yet. The only thing we've seen is weird magic sentient jelly. And ankhegs, but I don't think those are related. Also, the bugbears were not only compelled by something, but they were being told to kill humans in a blind frenzy-- not too different from standard bugbear behavior, but weird enough to be noticeable simply because they were talking to something we couldn't see.
